MEADOWBROOK SPECIAL MEETING

EPA SEWER LAGOON UPDATE

OCTOBER 13, 2024 7:00PM

EMMET/CHALMERS FIRE HOUSE

Meadowbrook officers present: President Drue Calver, Past President David Taylor, Treasurer Debbie Taylor, Lora Calvert, Marcia LeFante, Kelly Gradert, Mark McCaw, Sarah Williams, Angie Ackers

Absent: Secretary Andrea Ratermann, Marilyn Hopper.

List of residents present will be attached.

Call to order at 6:02pm.

David Taylor discussed all the aspects to what the EPA is requiring us to do. The handouts are attached. The EPA is requiring us to change the aeration lagoon system. We have been asked to keep to a schedule, and we have stuck to that schedule. The engineer plan was explained. We are being required to change the aeration system from course bubble to fine bubbles.

A question was asked if this bid was the only one available, it was answered that the engineer put the system out for bids and what we received was the lowest.

A question was asked what will happen if the system is not installed, what will be the consequences. We would be fined by the EPA, we do not want that to happen.

A question was asked if there is a timeline as to when it will be implemented. Right now the state is behind. Currently it is to be completed by December 31, 2024, however, the plan has not been approved yet.

A question was asked what the system is like now and what the change would be. Was explained that the change would be to the air bubbles, breaking down the chemicals.

A question was asked about how the electricity would possible be lowered. It would have to do with the compressor that will be used. They will be more efficient.

A concern was voiced about the problem that some residents have been having with the tree roots in their sewer pipes. It was explained that yes we are aware that our main lines are very old, but there have not been any problems with the main lines, all the problems have been with tree roots in the residents lines, We are aware of a couple of trouble spots that when/if we get some money ahead these spots will be addressed.

A question was asked if we remove the duckweed will that improve the chemical levels. It will but the EPA will not just take the removal of the duckweed, we have to change the aeration system.

A question was brought up about would the annexation of Georgetown, would that help us? Not it will not, the city did not take over the maintenance of the sewer system. They will help them write a grant, but the residents will then be charged to pay for that grant.

A question was asked if there are any grants available. The answer is since we are not a municipality we do not have access to grants

A question was ask about grass carp. They do eat the duckweed. Yes we can get grass carp but they are expensive.

Financial situation.

The cost of the equipment is over $83,000 and then the labor cost, we estimate will be $20,000, plus we have already paid the engineer, $17,000. The board is looking at a special assessment of $1300 from each household. If the household is unable to pay the full $1300, you may pay in four payment of $325 plus interest. We would like to get as much money up front as possible, then the Association will take out a line of credit for $100,000 or less depending on how much prior money we receive. With the line of credit, we will write checks as we go, then pay interest on that until the construction is complete, then it turns into a five year loan. A motion was made to approve the $1300 special assessment, Craig Bishop, second by Robert Quesal.

Motion approved, by 28 yes votes An invoice will be sent out next week for payment submission on November 13. Motion to adjourn Angie Ackers second Mark Larson, 7:05pm.

Sewer Report: Dave talked to the engineer. We have not had our plan approved yet. He’s not sure when that will happen because many private sewers in the state of Illinois are in the same situation. We may have until next spring but we will continue to be updated. We have the plan for what we need to do, but it has to be approved first. Our biggest problem is the duckweed. They also are concerned about sludge. Dave talked to the people in Chicago with the supplies. They can freight items to us or we can pick them up. Lora reported the current interest rates that were quoted when she looked into financing. We need approval of the plan, then we can determine the actual cost and the amount of the loan needed. Then there will be an assessment per household to equal the amount of the loan. Lora has some examples of how the loan would work.

Sewer Committee Report - Dave Taylor

We have received approval from the EPA for the engineers plan. David will wait to hear from

the engineer on when they have the plans ready, and then we will start working on the bidding

process. David hopes to be able to do most of the work. There will be some outside work

needing to be done for the new aeration process that is needed for the third cell. We are

hopeful that we will have the majority of the money to complete the process.

If we are lucky and have extra money, there are other things that need to be done, such as

replace some of the posts on the fence that surrounds the lagoons.

All other areas of the sewer system are working properly. There was a pipe on the back of the

lagoons that needed to be dug out, and repaired.

 Burn pile- Dave Taylor

 Burn pile is good.

Please remember that the burn pile is for Meadowbrook resident use only.  If you are using a landscape company, they need to understand the guidelines and the rules of the burn pile.  They can take landscape brush and trim to the burn pile, but they cannot not add anything to the pile as it is burning.  Please have the company contact Dave Taylor to get information on proper disposal of appropriate landscape waste.

Things are progressing.  The IEPA requested we sign a letter stating we accept what the engineers recommended.  The engineers looked over the letter and stated we should sign it.  We have to complete these steps or we look at large fines.  The majority of the work needing to be done is fine bubble aeration.

The 2023-2024 Meadowbrook Sewer budget  was presented by Debbie Taylor.

Discussion - Bob Quesel asked if we should budget more money for the engineer company.  It is currently budgeted for $3000.  A motion to approve the budget as presented was made by Garry Ackers, seconded by Bob Quesal.  The motion passed.

Sewer Report: The state EPA has been cracking down on all small and large violations in private sewer lagoons.  We were doing well until the summer.  In late summer the association received a letter from the EPA stating a problem noted in the January and February tests.  The operator from Test Inc. was contacted and he stated many private sewer operators have been receiving letters regarding violations.  Test Inc. recommended the association contact an engineer.  Dave contacted Bruner, Cooper, and Zuck Engineers.  They are our liaison with the state of Illinois.  The engineer wrote a letter and sent it to the state.  The state returned a letter.  Dave took the letter to the engineer and the engineer recommended signing the letter.  We have to change the coarse bubble aeration to fine bubble aeration.  We have the blowers.  We will need to get a weighted water line and fine bubble diffusers to aerate the sewer lagoons.  The first lagoon, second lagoon, and possibly the 3rd lagoon need done.  We do not have lines to the third lagoon so we will likely need to run lines and electrical to the 3rd lagoon.  If this does not work, we may need to cover the lagoon.  This is due to the duckweed that grows in the lagoon.  The plan is to spray the duckweed this year and put the fine bubble aeration in place.  The engineer will do the bid (state of Illinois requirements).  Dave has run the lines before and hopes he can do some of the labor to help reduce costs.  Garry Ackers noted that duckweed is a problem on the golf courses too and asked if we have checked with the area golf courses to see if they have been successful spraying the duckweed.  Dave noted that due to the sewer we have to be careful what we use to treat the duckweed.

The timeline to have an engineering firm design a new aeration system is February 29,2024.

The deadline to submit an application to IEPA to obtain construction permit for new aeration systems is March 31, 2024.

The deadline to obtain bids for aeration equipment is May 31, 2024.

The deadline to procure aeration equipment and prepare for installation on site is November 30, 2024.

The deadline for installation and startup of aeration equipment is December 31, 2024.

The deadline for compliance with the effluent limitations of NPDES Permit No. ILG551029 is January 31, 2025.

Marilyn Hopper asked what the 3rd lagoon does.  Dave stated the 3rd lagoon is a finishing lagoon.  It draws out anything the 1st or 2nd lagoon does not get out.

Jarred Dexter asked what the total cost will be.  Dave stated we don’t know.  The engineer design did not have a final cost/estimate.

Due to this process, we will be increasing the sewer fees to $270 for the year.  The association is asking each household to pay the full $270 in one payment if possible.  Bob Quesal noted that maybe we could put a note on the sewer invoice that additional donations would be appreciated.  Dave believes and hopes this raise in fees will be enough to cover the expense of getting back into compliance with the IEPA.  Sarah Williams asked if we need approval from the state regarding what we can spray for the duckweed.  Dave states yes - we do need approval.  Greg Fulkerson with Test Inc. will let us know what we can use.

Solar panels at the sewer lagoon have been tabled at this time because of all the activities needed to be completed for the IEPA compliance.

Old Business:

The burn pile is in good condition.  Thank you to Dave Taylor, Mark McCaw, and John Carden for getting the burn pile burnt.  It was huge!  Mark McCaw brought his tractor and Dave purchased about $77 of diesel fuel to help with the burn.

The annual garage sale went well.  The annual Garage Sale will be held in June in 2024.  A confirmed date will be decided soon!

The fall picnic was well attended.  The annual fall picnic will be held again in September 2024.

The Meadowbrook Halloween Trick or Treat was a success.  It was a bit rainy this year but still well attended.  This will continue in 2024.

Luminaries were beautiful again this year.  This year we used battery operated candles that were on timers.  Dave and Debbie Taylor put out the jugs and candles.  They came on and shut off each day and worked out very well.

We did not get enough yes votes to move forward with solar lights.  We needed 6 more yes votes for this to be approved.

New Business:

Donna Quesal stated that Dave Taylor does so much for the community association and asked if he is training anyone to help him with all activities he takes care of in the neighborhood.  He stated Mark McCaw assists with activities and he will find someone to pass on information.

David Estes, Fire Chief gave a report about the activities of the Emmet Chalmers Fire Department.  He appreciates the support from Meadowbrook.  He states the year has been pretty typical this year.  They held their annual pancake breakfast in November.  They held the Santa Claus food drive.  They participated in a shop with a cop.  They led a parade for the Meadowbrook annual picnic.  They are looking for volunteers (18 and older)- they meet on the 1st, 3rd, and 4th Tuesdays of the month.  Skipp Scripps noted the tax referendum did pass and thanked everyone for helping with that.  They are moving forward with some anticipated big purchases.

Donation to Emmet/Chalmers Fire Department will again be $500.  David Estes, Fire

The board has stated that all Meadowbrook members have chosen to live outside the city limits. These sewer fees are in replacement to that in which would be paid by those living within city limits. We have selected to receive these services through the association. Unpaid members in town would be at risk of having services shutdown. We are all members of one community and we need to lean on, and trust one another in order to function properly as neighbors.

A motion to approve the Sewer Finance report was made by Marilyn Hopper and seconded by Sarah Williams.

Dave Taylor gave a sewer report. The EPA permit renewal is due as part of regular sewer maintenance. The smell has been low and the bugs are doing great.

A special thanks also needs to be given to the Emmet Chalmers fire department for their help with the parade and for allowing children to see the fire trucks.

You may have noticed the trees at the  Meadowbrook entrance have been pruned. Please thank Bob Northcutt and David Taylor for their help with trimming and haulaway.
