Meeting of November 10, 2014

Meeting to Order was called by Martha Larson at 7:08.

 

A motion to approve the October minutes was made by Dave Taylor seconded by Irina Andreeva.  The motion passed.

 

Treasurer Report – Irina Andreeva

Normal expenses: $10.17 Ameren

Payments of $100 made for the fall picnic supplies and $40 for the garage sale

Balance of: 7658.88

Upcoming expenses – March McMillian and DeJode

Martha contacted March, McMillian, and DeJode and they will send a bill for non-profit filing.

Sewer Committee Report – Dave Taylor

Everything continues to be running well at this time.

The odor seems to be controlled.

Lift stations are working and EPA is good.

We are waiting on a plumber to help replace pipes. 

Current balance of: $4,461.57.

Burn Pile Committee –

The burn pile has been good.  Steve Knowles is going down 2-3 times per week to burn the pile.  Remember no grass, no construction, no plastic, metal, or glass.

New Business

Maintenance of the Crown Vetch patch at the entrance was discussed.  We need volunteers to help with this. 

 

Please remember to keep pets close when they are outside.  Residents have mentioned near misses when driving down the road. 

Please respect neighbors and do not let pets run through yards and please remember to pick up after your pet.  Remember that not all people are pet lovers.  Continue to work with neighbors to resolve disputes. 

 

Martha will be absent for the December meeting.

Motion was made by Bob Northcutt, seconded by Irina Andreeva to pay Dave Taylor up to $2500 for mowing and up to $300 for additional area cleanup for the 2015 year.  The motion was approved without opposition.

A motion to approve the September minutes was made by Marilyn Hopper seconded by Sarah Williams.  The motion passed.

 

Treasurer Report – Irina Andreeva

An additional household paid dues.  We have only 8 unpaid dues remaining. 

Normal expenses: $10.02 Ameren

Payment of $112.07 made for the new signs for the annual picnic and the annual garage sale.

Balance of: 7809.05

We have a boat now so we are hoping to get the pipes replaced before it gets too cold.  EPA may have some new testing so the cost may increase. 

Everything seems to be running well at this time.

Burn Pile Committee – Steve Knowles

Several inappropriate items were deposited to the burn pile.  Soffit, lumber, pool floats, and carpet were among these items.  The burn pile is not a garbage dump.  The burn pile will have to be shut down again if the rules cannot be followed. 

The burn pile is a privilege for paid members of the association. 

Remember no grass, no construction, no plastic, metal, or glass.

 

Old Business:

Fall Parade/Picnic:

The parade and picnic was well attended.  Questions regarding playground equip were brought to the board.  Liability and safety are concerns.  The cost of the appropriate equipment is also a factor. 

The tables need cleaned and repainted.  This project will be revisited in Spring.

Sewer Committee Report – Dave Taylor

The lift station over by Blacks has been affected by the most recent power outage.  We will need to get some equipment fixed as we are blowing a fuse every couple of days.  When the fuse blows, the pumps don’t work so it is taking constant monitoring right now. 

Sludge bugs are going in, aeration is working well.  The winter was hard on everything.  Some repair may need to be done on some of the pipes in the lagoon.  EPA reports have been ok.

 

Fees paid in March were $560.  Expenses paid in March $4,467.66.

Balance of cash on hand – $8,702.75

Burn Pile Committee – Steve Knowles

Not too much to report at this time.  The burn pile appears to be under control.  It has been too moist to burn.  Please make sure to pile approved items on top of the pile as opposed to being spread out.  It would be beneficial to get some more rock on the road to the burn pile.

 

BURN PILE RULES:


The burn pile is located on the unpaved road at the end of Fawn Ridge.  Proceed down Fawn Ridge to the end of the street and you will see an unpaved road.  Drive slowly down the unpaved road as it is very rough and uneven.  Drive until you see a brush pile in the clearing to the left.  Be careful, the road ends in the river.  If you hit water you have gone too far!

ONLY trees, shrubs, leaves, and other wood products should be placed on the burn pile.  Stack brush up, not out flat.  Do not place material near the road.  The pile burns best when it is stacked high. 

NO PLASTIC CONTAINERS

NO GARBAGE BAGS

NO GLASS

NO HARDWARE/CONSTRUCTION DEBRIS, SUCH AS DOOR KNOBS, HINGES, OR METAL OF ANY KIND


Construction waste (boards ex) should not be put in the burn pile because they may contain nails, staples, etc. or covered/treated by chemicals (ex: paint or treated lumber).

Please do NOT put trash bags in the burn pile

Jeff Lee will arrange sweeping the streets when equipment is available.  The potholes in the street will also be filled as soon as they can get to it.  People have been taking the corner too tight and it has been wearing down the road and stakes will be put back on the edge of the street.  Martha also checked with Jeff regarding a culvert for the burn pile road.  We are waiting to hear back on this.

 

Dave Taylor has been doing a great job on the entrance cleanup. 

 

Marilyn Hopper pointed out that there are 2 pine trees that have died by the sewer.  Discussion followed regarding stump removal and tree replacement.  Dave Taylor will check in with USDA and some other organizations for recommendations.   

 

The Annual Yard Sale date is set for Saturday, May 10th.  Large item pick up for Waste Management customers will be Tuesday, March 13th.    

 

The Annual fall picnic date is set for Sunday, September 28th at 3:30pm.

Meeting to Order was called by Nick Knowles at 7:05.

 

A motion to approve the January minutes with the amendment that Mark Larson was not in attendance was made by Nick Knowles, seconded by Sarah Williams.  The motion passed.

Thank you to Nick Knowles for serving as board president.  He did a great job and served for an additional year.  Martha welcomes new members Irina Andreeva - Treasurer, Steve Knowles - Area 4 rep, and Nick Knowles - Area 8 Rep.

Common area legal boundaries –

We are looking into the past records/minutes to clarify these boundaries.  Again, we are looking to clarify the boundaries in the entrance of Meadowbrook to see where our cleanup efforts need to be centered.  We started looking at this when we were discussing hiring help to do the spring cleanup days and information regarding liability.

Meeting to Order

President Nick Knowles called the meeting to order at 7:04pm.  Copies of the minutes of the Annual Meeting of January 13, 2013 were distributed to the members present so a reading of the minutes was waived.  On a motion by Bob Northcutt, seconded by Irina Andreeva,  were unanimously approved.

 

Financial Reports

Sewer Committee:  The 2013 Annual Financial Report was presented by Deb Taylor

 

The beginning balance for 2013 was $1857.72. 

Ending balance 6009.75.

The two CD’s have a balance of $14,642.81

There is a large balance at the end of the year and this can be transferred to one of the CD’s in March. 

 

Sludge bugs are an annual expense and we have been using them for the last 5-6 years.  Their purpose is to eat the sludge and cut down on odor. 

 

  

The 2014 Sewer budget was presented by Dave Taylor. 

A motion to approve the 2013 Sewer budget was made by Sarah Williams, seconded by Steve Knowles.

                                                                                          

 

MCA Treasurer’s Report:  Nick Knowles, presented the 2013 Report for Martha Larson and 2014 Budget.  105 houses paid their dues this year. Administrative costs were incurred for postage/paper for dues reminders.

Reimbursements were made for the fall picnic and the yard sale.

Expenses for 2014 should be similar to 2013 

 

The ending balance for 2013 is 4493.58

 

The Treasurer’s report was approved on a motion by Darrell Ratermann, seconded by Steve Knowles.

 

 

Luminaries:  Luminaries were not placed this year.  This was a tough decision for the board but there has been a decline in the last few years of residents who have placed luminaries and members who have helped to light the luminaries on Christmas Eve and Christmas Day. 

 

Recreation Committee:  The annual yard sale went well.  We ended up with two weekends due to an advertising error with the paper.  We will be setting the date for the 2014 yard sale soon. 

 

We had a fall picnic in September with the Children’s parade with a cook out that followed.  There was a great turnout of about 40-50 residents and many were out until dark.  A big thank you to Emmet Chalmer’s fire station for leading the parade again!

The swing sets were removed this August due to safety and liability.  They were inspected and the equipment was deemed unsafe. 

 

Beautification Award:

 

The 2013 Beautification Award was given to the Paul and Dawn Sweet. 

.

Clean-up Days:

Spring Clean up days will not be held this year.  Dave Taylor has agreed to clean up the areas with his mowing contract.

A HUGE thank you to Steve Knowles and Bob Northcutt for all the work that has been done with the burn pile.  Steve reports checking on the burn pile once a week and that it has been well maintained.  The burn pile is used by many residents.  It is always full.  The biggest item that causes smoke is wet packed leaves.  As long as garbage and construction materials remain out of the burn pile we can continue to operate.  Next spring we will probably need some more rock spread on the road.  Please remember that only the members of the burn pile committee are allowed to burn the burn pile.

NEW BUSINESS –  

Information was distributed from Jackson Disposal.  We have provided this information because there have been residents who have expressed dissatisfaction with Waste Management services.  They presented 2 options for the association.  These prices reflect the entire community accepting their services.  The bylaws of the association do not allow the board to form a contract for the community.  If you are interested in the services contact Andrea Ratermann at akidr2@gmail.com and she can connect you to other members of the community who are also interested in changing services.

On a motion by Dr. Iverson, seconded by Jeff Wayland, the slate of nominees was unanimously elected.

 

Emmet-Chalmers: www.ECFPD.org Jeff Wayland

Recoded setting year – 3 ½ feet of water, we were temporary located on Pierce street for almost 6 months.  Service was not interrupted.

Many volunteer hours went into repairing the fire house. 

            Record #2 - Calls were up to 70.  Most are medical calls and medical assists but we are seeing house fires as well. 

Local numbers for volunteers are down to about 6 or 7.  We have a number of college volunteers due to the new fire science major at WIU, but during breaks and holidays.  We are always looking for volunteers for any area of help. 

Dr. Iverson shared a story about the response and professionalism of Emmet Chalmers to a call at his house.  He was very impressed.

            Record #3 – Pancake breakfast – had over 500 people served. 

           

The Santa run was successful again this year.  There were a couple of other community events that were going on at the same time but we had a good turnout. 

 

 

President’s Wrap-Up – The February meeting will be February 10th at Nick Knowles residence.  The rest of the meetings will be set at that time. 

Nick Knowles applauds residents for working with neighbors and settling neighborly disputes.  He reminds everyone that this is a community and we need to have more of a commodore as a neighborhood.  We always need people to get involved. 

 

We have several young families moving into the neighborhood and many walkers and children playing.  Please watch your speed!
